I remember Ken Rosenberg ( I think that was the lawyer's name) from GTA Vice City, that's pretty obvious.

Also, Remy from Street Fighter III, 3rd Strike, wiggles his hands before certain matches. If you leave him idle, he also shakes his hand as if it is tingling. Given the appearance and physique of this character, it would appear that he is a user of hard drugs, and the hand and arm shaking is likely due to his appendages tingling because of this.
