They're not all that rare. Several incarnations of the SMS have been released in Brazil by TecToy with built-in games.

no where on the console, does it say "Sega" so these are "Mega-Clones" so to speak
These cartridges are dirty as hell and I'm not going to take it anymore!

I'm no expert on the Brazilian Tec Toys but perhaps these are legit.On turning the units on you get the familiar shiny Sega logo, then a licenced by TecToy screen then a classy custom menu in an A-Z format with screen shots from the games and music, this is very useful if you want to see what the games are without running them all. The systems can also take the original carts, if there is a cart present they will boot that rather than the menu.
No matter, I like that Super Mege Drive 3!
