It's actually not uncommon to see older hundred dollar bills selling for less than $100 on eBay; sure after S&H you're losing out, but we're talking 1950s-era bills in brand new condition (there's not much of a market for them, for various reasons).

i don't know much about state sales tax since i live in oregon, but wouldn't it cost more to buy that card at Walmart in Chicago w/ sales tax?

you don't pay sales tax on the gift card itself, you pay tax on the items that you purchase with the gift card.

except at my store... gift card buyer pays taxes, no taxes on purchases made with guft cards... its cause of our trade-ins using the same card

Well the buyer only paid $2.51 more than the value of the card, and shipping is free. I am assuming he has no Wal-Mart/Sam's Club near him, or that his time in going to the store, standing in line, etc. is worth more than $2.51 to him. I don't think this is such a big deal. It's not like he paid double or even $10 or more over the value.
