If it was a chip from a cart, I would get the cart port pinout from the console and trace the lines out and determine the pinout. After that see if any eproms match up to that pinout. If not you may have to get a pair of sockets and stack them then run jumpers from pin to pin to adapt the pinout.

If you don't want to go to that effort you can just try and read it as a 2516 if you think it is a 2K cart I wouldn't try and write it that way as the voltages may not be correct to make the burn.
