I'm guessing that should probably be re-classified as which classic, pre-crash games can you finish.

Midnight Mutants and Secret Quest for the 7800, to name a few more.
I'm going to chime in and guess that he meant not games that you could finish, but games that can be finished. Meaning the game has an ending and doesn't loop for infinite.

Starmaster in it's hardest mode on the 2600.
I still fire that up once every few months.
I really wish I would have gotten the patches for all those levels.

If I remember correctly I believe the dungeons and dragons games for the intellivision had actual endings.
By "finish" I'm assuming you mean play it through and actually get some feeling of closure rather than a feeling of, "okay, I died what's my final score?"
Adventure for Atari VCS. Get that chalice in there!
Dragon Stomper for Atari 2600 w/Supercharger has an ending, multiple endings even.
Escape from the Mindmaster has a very definite completion point.
Dunno what else, but that's a great question.
