According to the almighty DP guide, it's an RTS game. Far cooler cover art than the US version, though.

Actually it's a RTS game. I've got it for the SegaCD but it doesn't have the same coverart.

It says "The Third World War" with, um..a really really really thick Japanese accent. Keep reading it.
