Any one know who released civilization for snes? was it koei?
The game was designed by MicroProse, just like the original PC version. Asmik was the company that actually published it.
Side note -- Railroad Tycoon was also susposed to be ported to the SNES, but that game was never finished. It would have handled the conversion to the console format MUCH better then Civilization did......

Well I have a copy here that says koei on it. is this a different game?

I see. I stand corrected, then. Asmik must have been the ones who distrubted the Japanese version.
I've never SEEN the SNES port, much less played it, so I did'nt know Koei published it over here. All I've heard is to stay FAR, FAR, AWAY from the SNES port, that it sucks compared to the PC version. From what little I've played of the ROM I tend to agree.
