I have just a quick question, why is Pac-Man by INTV have a Scarcity of 4 and worth $15, and Pac-Man by Atarisoft have a Scarcity of 5 but only worth $12. would not a game with a Scarcity of 5 be worth more?

Usually, not always.

What's nice about having both a scarcity and a dollar value is you get to see how difficult a game is to obtain (scarcity) and what you should generally pay for it (dollars), with the latter being more an indicator of market value, general collector interest, and the like.

Good examples are games for RCA Studio II or Fairchild Channel F. Games on more popular systems with the same rarity value almost always fetch higher dollars. Or, in some cases as the one you cited, people are simply willing to pay more for a certain version of the game. Atarisoft games have a naturally "common" feel though that is not the case with Pac-Man on this system.
