Is the 4.5 mm bit for Genesis games? If so, I can fix my brother's Shining Force 2 before he does something stupid, like buying another copy. Especially at ebay prices... yeesh.

I just got the 3.8 and 4.5 mm bits (I think that's the sizes) off of ebay last year. I think I paid $20 shipped for the two bits and a screwdriver with a bunch of other bits (triwing, hex for genesis carts, etc)
I certainly love having the bits, as has been mentioned it's way easier to clean carts once they're open.

Yes, it'll work on PAL cartridges' security screws.
This is a bit late, but if you're just doing 25 or less cartridges, grab whatever (for Nintendo brand cartridges you use a 3.8mm, though I think I'm just repeating what's already been said).
If you're doing LOTS of cartridges, go for the "tempered steel" bits from this eBay store.
The cheapo ones end up stripped out after a while - the tempered steel I've done at least 100 cartridges with each before it stripped (one of them got me through 200-300, the next didn't fair as well) - also, I use mine in a drill, so they end up stripping faster.
dealextreme.com is super, super cheap and all of their prices include shipping. they got tons of other neat stuff, like flash cards for systems.
you got that site before me. i got a 72 pin connector from that site.

just my 2 cents. Electric Quarter has good gamebit for sale. forgot about them, just found out that they sell the same gamebits from newelectronx - the shiny silver ones. best quality on the market. didn't see newelectronx mentioned here for reference, so thought i would place it here to for future lookers.

I got mine for a few bucks some years back on eBay, still works and gets the job done.
If you want to be cheap about it, get a piece of plastic, heat it up until it can mold into the shape of the screw and when it cools, remove it and hey presto, homemade gamebit.
