I'd go with Armor Ambush for the 2600. The Intellivision version looks good too, but I've never had the opportunity to play it with anyone, whereas I've logged plenty of time into Armor Ambush with other people.

My first instinct would have also been to say Combat, but I'd definitely give the edge to Intellivision's Armor Battle (released as Armor Ambush on 2600).
While it might not have the arcade-like bouncy shots and stuff that you'll find in Combat variations, Armor Battle takes terrain into consideration for both movement speed and for cover. You can seek shelter behind buildings, or in trees, though trees won't protect you 100% of the time. And it has one thing that Combat doesn't... MINES! Yep, you can lay an invisible mine out on the battlefield, and catch your opponent by surprise. Do it stealthily though, because your enemy can hit the Mine Sweeper button if he thinks he's about to drive over one.
So good tank blasting action with a mix of light strategy makes this one a winner in my books. It ate a significant portion of my childhood. Think I'll fire it up again when I get home.

combat looks interesting I only played the intelvision one and I don't remember much, battle city on the nes was alright
so they never made a snes or mega drive update for such potential fun mp games?

Seek and Destroy for PS2 has two-player multiplayer. While I have the game, I am embarrassed to report that I have not explored the multiplayer, although Gamespot describes the mode as "amusing". It released in 2002 dirt cheap ($10), so you should be able to pick it up for a pittance these days.
EDIT: Sorry, I blanked on the "2-D" part of the topic. But I think tank combat is fun wherever you find it.

There was an old DOS game from the late 80's called "Tank Wars". It was side view and you and up to 5 friends would take turns adjusting your tank's angle and shot speed (by taking wind into consideration) and then firing away. Last tank standing won the round. In between rounds you could by things like "5 kiloton nuke", "10 kiloton nuke" and the mother of all shots: the "50 megaton nuke".
Tank Wars was so much fun, that I must have spent over a thousand hours of my youth battling it out with my friends. But I've been unable to relocate the game in recent years.
