My opinion: No. I contend that anytime they cause a wreck, one (or more) of the following is true:
-They were trying to get back to the racing line
-They were trying to outbreak you into a corner and lost control
-They are trying a valid pass and one of you gets out of control
-The race is nearing the end when the A.I. drivers get more agressive. (This one would have to be addition to one of the above)
I feel very strongly that the AI is not malicious and that the wrecks that they cause result from poor driving rather than intent to cause the wreck.
I have two friends who play the game a lot and they believe that the AI get "pissed" at you for wrecking them, going too slow, etc. And as a result of this , wreck you intentionaly.
Anyway, if you disagree with me: Next time you get wrecked try and think about it rationaly and apply my theories above. I bet that you will find that one or more of them was true. Still disagree? Let me know why.

I'm gonna have to agree with you on this one....they don't do it purposely, but rather for one of the reasons that you have listed.

Yeah, the AI in Forza looks positively polite compared to PGR2. Ugh.
