I think i´ve seen this question somewhere else before, and I think I remember the answer. It was just a different batch with that detail changed.
In the wide world of collecting, there are many, many of these. Called 'Label Variants' for obvious reasons, they can range from the location in where they were printed, to a simple design change. For example, a 'Players Choice' Super Smash Brothers to a regular one. Thats an obvious one, but there are many that are much harder to notice, like font size changes, copyright dates, and other things. For your question, I doubt anyone really knows the 'true' answer, but these are the usual reasons.

Excuse the play on words, but Ms. Pac Man has great legs. There were probably several print runs to satisfy demand, as was the case with the Playstation version appearing on Namco Museum vol. 3.
