Dunno but they have a live help function or a FAQ at ebay.
They would prolly be the best to answer that question.
I have had pretty good experiences with that live help, fast, quick and easy.
Is the negative feedback for a non-paying bidder? I just got some crap in the mail from Ebay yesterday and they are changing some policies. I don't know when they go in to effect though. I didn't read it that carefully but it sounded like if you go through the non-paying bidder stuff and they don't respond they can't leave you feedback. I think this is a good change. It may not apply to your situation though. I'm pretty sure the 90 day thing is to the second but I've never tested it. My time is worth more than that to me. Sometimes if I'm going to leave someone a negative I'll check to see if they have retaliated in the past.

There's a link on ebay to leave feedback after the 90 days has expired so long as you recall the item number and other ebay user id. So if you wait 89.99 days to post, and then he sees it a couple days later, he can still go into ebay and post a negative. Just a different form to fill out, but it's possible.

You're userid & the item number are right in plain view in his recent feedback profile once you post. So it will be easy for him to return if he's smart to ebay.
