DMC2 isn't strong on the two different perspectives that you're interested in, but it's not so completely awful that it's unplayable. Just be aware that it's a lot more stiff gameplay-wise than the first one.
I'd play part 3 next. And go buy that Special Edition, as it's in stores right now. No sense in playing through the regular edition when you could play through the SE and unlock the cool shit.
I'd go for DMC2. It's amazingly quick to play through and not challenging at all (hell, I managed to finish it in no time at all and things usually take about 12 months with me.) There's fun to be had though.
Honestly, DMC 2 is fine. Not at the same level as 1 or 3, but nowhere near as awful as the press claim. Actually, it is far from being a bad game; it's just underwhelming when compared to the first. You really should play through it if you are a fan of the series, and it is relatively cheap now anyway.
DMC2 got a bad rap. Expectations were very high, and the series didn't live up to them until the third game. But it's still a damn fun game, better than 75% of the crap out there. Play the series in order, as you're going to play DMC2 at some point anyway. Aren't you?
To be honest, I would skip to the new special edition of DMC3. Soooo much better, and only $20 (although DMC2 is as well).

I dont think there are many games that arent worth playing at all. I mean even if it is just to see how bad the game is.
I rented the 2nd one and it's decent but no where near as good as the 1st or 3rd.
