Far as I know, the CBS ColecoVision games sold mostly overseas, though stores like KayBee Toys had domestic versions.
Is it true that CBS Victory had better graphics and completed gameplay?
Oh, you bet it's true. I'm a big fan of CBS Victory. The alternative version is sterile and dead by comparison. The graphics aren't really better, but the Paratroopers, Scouts, Quarks... They're all there. Definitely one of the best reasons for having a roller controller.
The other difference is at the end of the level screen, which has blue bars at the top and bottom (letterbox style); the theme also plays twice instead of once while that screen is displayed.

i have a real odd CV box for ken uston- its a CBS box=, but not the typical one. its a white one with nothing on it at all, except for a large CBS ken uston sticker over the whole front- and the box opened right down the whole front middle (a perforation). ive NEVER seen that one before or since... and if i remember right it has a kaybee toys sticker on it and from the US/canada.

Y'know, I wonder what the story is behind those.
Many years ago (ten, at least, but long after the ColecoVision was dead and buried) I recall seeing such strange carts at Toys R Us: white labels, plain black lettering, oddly-indented tops, sold attached to pieces of white cardboard with brief instruction leaflets. Titles included Venture and Time Pilot.
Unfortunately, it turned out the Time Pilot cart that was eventually purchased was nonfunctional when tried at home, and so it was returned. The mystery remains.

the only time i have heard of those games for retail sale in blister packs they were in those areas
