He's got one bad feedback out of 6 if you looked at it. The ONLY complaint he had is from someone a seller.. in fact.. all his feedback is from sellers TO him. Looks like you're HIS first buyer. The seller who negged him says HE didn't insure his item (his fault). Personally.. if it was me.. I wouldn't worry.. but.. just for peace of mind.. I'd e-mail him and ask if you could have YOUR item insured.. even if it costs extra.. or at least delivery confirmation. He doesn't appear to be a scammer though, in any way shape or form (unless he tried to scam that seller last May) so it's a personal choice.
One other thing I just noticed though.. if you look at HIS feedback he's left for others you'll notice out of 5 he's left one was a neg for the seller he says didn't send his item and two were neutrals.. leaving only two positives. this indicates he is either very picky or demanding to me; and as YOU are the buyer to him this time.. be prepared. He'd probably neg you if you expressed the slightest dissatisfaction with your item.. let alone you backed out of the deal.

In completed items, you can see he has sold 7 of the similar phone in the past 14 days and he has another six in active items. While not necessarily an instant SCAM warning, it surely is something to check into considering they have no feedback from buyers.
Yeah the pictures are not of the actual phone which can be a sign at times, but I would just say be very careful and if the price gets to steep back out of the deal.
