You don't have to enforce it. Ebay does.
When the buyer clicks on the BIN button they are taken straight to Paypal and they must pay for the transaction to be complete.
As far as I know there isn't an immediate payment option for auctions.

There is no system or policy that allows immediate payment for auction-style listings. That would be impossible, at least under ebay's current structure.

Ok, on the flip side: if a seller demands immediate payment but doesn't list it properly in the auction description, is the buyer bound to it?
Yes it does. And until you actually pay, someone else can come in and take the item.
