US Games come in cardboard boxes, European games in English/multilingual Snapcases. And US carts have ESRB Ratings, European do not.

1. The games are listed numerically by the NEOP# part number you will find on the packaging and cart. The specific part numbers for each regional release are as follows:
for example: Fatal Fury 1st Contact
NEOP00110 - Japanese
NEOP0011 - UK
NEOP00111 - US
The Euro releases also have a "rainbow" on the top left of the carts.
The first generation of Neo Pocket games came in the snaplock cases in the U.S. and Japan as well as Europe. It wasn't until Fall of 1999 that Japanese and North American releases started coming in cardboard boxes.

Although these "US Snaplocks" are exactly the same as some variations of the European ones, except for Bust-a-Move pocket which is an exception I chose not to mention (the only US exclusive snaplock). These english only games sans ESRB saw a very limited release through etoys.com, direct through SNK, and then a few leftovers at B&M stores. I believe the others were Metal Slug 1st Mission, Fatal Fury, Samurai Shodown 2, Puzzle Bobble Mini. I can't say for sure about any others.

No, these were actual U.S. releases with catalog numbers ending in 1 and ESRB ratings and everything. You're probably thinking of the B&W Neo Pocket games which came in clamshell cases and were released in the U.S. only through mail order and were the same as the versions released in Europe and Asia (except Japan).
The full list of games released in clamshells in the U.S. is:

And probably the Dyna casino games, though I've never seen U.S clamshell versions of them personally. They were released at the same time as the above games and it's probably just because they sold so poorly that I've never seen U.S. clamshell versions.
I don't know so much about which ones were released in clamshells in Japan. The Best Collection games CosmicMonkey mentioned were, but so were the launch games, I just don't know the exact list.
All the above games as well as Neo Turf Masters, Crush Roller and Neo Geo Cup '98 Plus Color were released with special multi-language packaging for Europe as well as the English-only packaging released in Europe and Asia (except Japan).

This is the first I have heard of any clamshell game having an ESRB rating on it, other than Bust-a-Move Pocket. Are you 100% sure and can verify this personally, as having owned/seen them? I won't believe it until I see pictures. ESRB rating stickers applied to the English Euro ones don't count, but I doubt that would be those because you mentioned US part numbers.
EDIT - Now that I think about it, I have heard about a couple in the past, but could never get any proof (pictures) of them.

Well, I can't prove anything since I sold off my Neo Pocket collection (including U.S. clamshell versions of Bust-A-Move, Baseball Stars, and KoF:R-2) and I've never been into collecting pictures of box variants even though I've seen all the others on eBay at one time or another.
Maybe check at the Neo-Geo.com pocket forum if that's still active, a few years ago when I was posting there, there were a few other members who had some of these U.S. clamshell releases. One guy had all of them, I think.
