I would think at a store of some kind. Well here in AZ we have a store called bookmans which is great for old games. If you are in a community that has a lot of yardsales those can be very good also.

I'd suggest checking out any independently owned game stores in your area.....also it might help if we had a general idea of your location :-)

sometimes random comic shops will have older games. If you are in the Boston area, there is a place called Game Universe that has pretty much every system.
I have my best luck at garage sales. I'd say a good 80% of my collection has come from there. Flea Markets can be another good place, especially if you can find someone there to trade games with. Goodwill is a good place during the winter when garage sales and flea markets aren't open (if you live in a colder climate).
You don't need to use the internet. I've got 1,300+ games and NONE have been purchased over the internet.
I've got a couple thousand games for heaps of different systems, and I have never bought anything off eBay, ever. Most of my stuff was either bought when the consoles first came out, or bought in a thrift store within the past few years. The problem with a lot of the younger crowd that are looking for games is that they have no patience. They don't want to comb cruddy thrifts every week on the off chance they'll come across something interesting. But that kind of thing can be incredibly rewarding once you get into it.

I scour the Web as well as the distant (my road trips are becoming legendary in this region) flea markets, pawn shops, thrift stores, resale shops, and so on.
Most of my games are from pawn shops and the flea market. although i have bought from ebay and more recently shopgoodwill.com. just keep going and after awhile the people get to knowing you and cut you real good deals and save stuff for you. For instance there was a dreamcast that i wanted at the local pawn shop but i didn't have the money so the lady behind the counter told everyone that it was broken untill i got paid.
flee markets-My younger brother and I went to some as kids to 2600 games in the early 90's. It is must in order to buy older games still all these years.
Try at your local fair. An independent videogame store may have a both at a fair once in a while. The fair I go to does.
Music stores. They may have a selection games. The music store near the technical college I went to did. They had about every game console ever made and hard to find games. I got a good amount of games from that store including a good part of my master system selection.
Used media stores. I am talking the ones that sell used dvd's, used VHS tapes, used cds. I know a media store like that and it sells video game systems like a 2600 woodgrain system or 2600 games.
Marketplace here on DP is a good place to buy games, Game Trading Zone sometimes.
Vancouver (Canada) has lots of Video Game retailers (I work at a flea market video game booth), though the cheapest place in town would have to be my buddy who owns the Gamedeals store in New West.
