I'd check the fuse inside and either replace it or short it.

doh! sorry about that, read it real quick.
Sorry if this is a super common fix idea but make sure your using the correct power cord. I used one that was for another sega system, however the CDX still turned on, just a blurred image of black lines. I then found the correct plug and now works great. Good luck with the fix
