No. The Shining Force games aren't translated. There's a patch out for Premium disk and Senario 2 is under works but there's no patch yet.

But, you can play the games with a print out script if you need to know what's going on. Go to http://www.shiningforcecentral.com/ click on the game, and click on scripts & translations in the right hand menu.
