well , lately, The Getaway: Black Monday and GTA: San Andreas have been released in black cases...

I was about to post a thread to ask about this but you answered it for me. I was wondering why my import copy of Gregory Horror Show from the UK was in a blue case since I've never bought a PAL import before. I think it looks so much better than the US black cases.
The only PAL ps2 game I own is a sealed copy of the collector's edition of Primal...it is a clear case like the US Ace Combat 5 Flightstick Package's extras DVD comes in.
Yeah it's a hard one to judge. As Hydrox stated ages ago GTA:SA was in a black case. The PAL copy of Splinter Cell I have (51466) is in a black case and yet Shinobi just a few product numbers earlier than it is in a blue case. PAL Rez is in a black case (50501). Gran Turismo 3 A-Spec is in a red case. I think most of the other PAL PS2 games I have are in blue cases.
Besides those games already mentioned I also have

God of War II
Silpheed: The Lost Planet
in black cases. Additionally, these came in paper sleeves with different colours:
ICO (black)
Shadow of the Colossus (black)
Unlimited SaGa (redish)
Gran Turismo 4 has a white case.
There are some games that came in both. I recently sold two factory sealed copies of the original black label release of GTA III - One was in a black case, the other blue.
