That's an alright price depending on the games...
In regards to the overlays: It may sound dumb, but I found the overlays to make a huge difference when it comes down to the overall gaming experience. Without them it felt like you were watch the same game over and over. The overlays gave the games a surprising amount of personality.
I would be more concerned with the condition of the controller above all else. These things tend to have beat-up joys all the time, and it makes playing some games impossible.

Honestly, I never use the overlays. A waste of time. It's worth getting just for the games the console is capable of playing, regardless of whether it has plastic colored sheets to put over the screen or not. Yes, the overlays add a little personality, but it's all about the games. Go and get that Vectrex, before he sells it to someone else. And yes, before the question is asked, it's supposed to hum like that.
Personally I always use the overlays and try to only acquire complete boxed Vectrex games. I do have a couple loose ones but they were like $1 a pop. The whole thing with boxed games started out because I bought my Vectrex boxed along with a small lot of boxed games, so I figured I'd just continue along that route. That and you can find most Veccy games boxed complete for less than $20 with some patience.
That said, you'll still have a good time with the system and a working Vectrex control panel usually goes for more than half of that. I'd say go for it.
Haven't put on an overlay since 1982. I just like bright white stuff.
