Silent Hill 2, no question about it. IMO the best of ALL Slient Hills.
Silent Hill 2 really captured the essence of horror for me. Yes, the first one played with sound to create terror....the second one mastered it. The first game played with reality a bit...the second one went several steps further, creating unexpected metaphors, tying the shifts in reality to a cohesive storyline, etc. The main character is SO human that it's almost impossible not to identify with him....a rarity in games.
And it's a DAMNED good story (pun intended). Also one of the few games where the real payoff doesn't come until the ending! And one of THE most memorable endings in gaming...no exaggeration.
Silent Hill 3 by comparison is a sequel to the 1st game with no real sense of self. Yes it does continue the story of the first game (bypassing the second completely as well it should) and it does a good job for what it is, but it just doesn't have the emotional punch that the second game does. There's no real sense of identification with the main character, the story feels more like a game, the characters less real. It's just not nearly the game Silent Hill 2 is....and honestly MOST games are not nearly the game Silent Hill 2 is. It's easily in my top 10 games of all time.

Silent Hill 2 for me. don't get me wrong 3's just fine but I really kind of liked the concept of what different individuals experience in the town rather than a sequel to the plot from the first which honestly I never really got into. This same also holds true for SH homecoming which I thoroughly enjoyed personally.

Fuckin SILENT HILL 2 for me, no doubts about this. The atmosphere is unmatched, very well designed.

Silent Hill 2, definitely. It was creepier (tho not quite as scary necessarily) and had a way better plot. Got you thinking, analyzing and discussing all the different angles to the game. SH3 is very good, but not great. I'd even take the first before SH3, but the only other "good" one is SH0. And that one is only "good." (Which, if this wasn't Silent Hill, would be enough.)
I've yet to play part 3, so poll option 3 it is for me!
Seriously though, part 2 was excellent. I just hope part 3 is as good. I've tried to start playing it on several occasions...just never continued with it.

Silent Hill 2 had the such a creepy atmosphere and overall a better storyline.
Allow me to add to the clobbering here: SILENT HILL 2 FOR LYFE.
Silent Hill 3 was a pretty straight forward story, whereas Silent Hill 2 played with unreliable narration, psycho-sexual perversion, self-flagellation and damnation, and had Pyramid Head. I'd argue that every Silent Hill game since 2 has been desperately trying to recapture the magic that made 2 so special, and most of them have failed. Especially that crap ass fan fiction Homecoming.
3 was good, 2 is a bona fide classic.

I've got love for Silent Hill 4. It did some really great stuff, and the apartment/hub switcheroo really got to me. I played through it once and loved it. Silent Hill 2 is one of those games I break out and play once every year or so, though, and it holds up to this day. It has better graphics than Homecoming does too.
