The game clearly was designed to basically be as much like Turrican as possible without actually using copyrighted content, yeah... but the 16-bit Turrican games are some of the best run & gun games ever, so why's that so bad?
And no, it's not literally using Turrican music and graphics, just new stuff that looks and sounds very, very similar. For instance, this music is good, but it's just not at Chris Huelsbeck's level of greatness. Graphically it's closer (it does have better hardware than the SNES or Genesis, to have more and more detailed sprites, after all), but no, it's not literally Turrican sprites. Does it pretty much copy the gameplay, though, based on that video? Clearly yes.
I do see one new thing, though -- I'm pretty sure that you can't jump in ball form in any of the Turrican games, but you can in Gunlord. Also, there's no sign of a grappling hook like Super Turrican 2 or a whip-grapple thing like Mega Turrican. Though of course, the other Turrican games don't have such a thing either... they do have a beam attack (Turrican 1 and 2) or freeze ray (both Super Turricans) though. GunLord seems to have a Turrican 1 or 2 style beam attack.
Oh, as for the normal weapons, they all look like modified versions of Turrican weapons, so far, but several haven't been revealed yet.
This is incorrect; they've been producing their own carts since Fast Striker came out.
May not be the case for AES, but for MVS they are definitely producing their own carts.

To my knowledge, they only sac'd carts for the original run of Last Hope.

You're missing the point here, read the beginning of that post, I'm not talking about NGDEV, I'm talking about NCI from the start, Bang Bang Busters, TOC, all are using sac carts, including MVS and AES.
NGDEV will be using all new parts, from shells, boards, and cases. Their new releases will be completely made of new parts.
Just for a quick update email from NGDEV, but their message can be viewed here

Pre-orders for Fast Strikers and Last Hope:Pink Bullet will open soon.
I'm only surprised by the low numbers of productions, AES should be at least 200, MVS 100. I guess for small companies like NGDEV, they need to recoup the cost quickly and can't afford to sit around stocks of games.
Weren't they planning on doing NeoCD versions of their games?
Mixed feedback, LHPB requires memorizing the paths and patterns else there's no way to get around.
Fast Strikers requires fast response, much like Tiger Heli, I ended up spending more time with Fast Strikers since it's plug and play without too much thought.
No, last batch of 500 copies (Last Hope) took forever to sell and they don't want that again, Dreamcast version is by far their best seller of all games.
