I'm assuming all of the usual suspects like New Super Mario Bros., Zelda, and the like are all not in the consideration. Here's some of my more preferred DS time wasters that are not "mainstream" nor RPGs in no particular order...

I liked Robocalypse, C&C / Starcraft style of RTS gameplay, but has a huge dose of humor within the storyline. Neat little game worth the price of admission.
Also liked Ninja Town, which is a tower defense style of game. Lots of fun there too.

I'll also suggest Retro Game Challenge. And I also enjoyed Space Invaders Extreme (1 & 2) and Dragon Quest Heroes: Rocket Slime (doesn't seem like an RPG to me, not sure if it is on many lists).
And a few games I'm looking forward to, but haven't found time for yet:

Civilization Revolution had a really solid port to the system. And if you're ok with an adventure game the Legacy of Ys 1+2 is a solid pick up of two games that kind of play like Legend of Zelda a bit in one card. And while the language barrier isn't going to stop you, in Japan Nintendo put out Daigassou Band Bros which is a cool music game that has a good bit of tracks and difficulties to work through.
Oh and it's beyond butt ugly, hard to say it looks GBA quality even, but you can get it for like $5-10, Lionel Trains on Track. It's basically a retooling of the very first Railroad Tycoon for the DS and it's quite fun laying track, tying destinations, building up stations and moving resources from A to B or A-B-C to get a raw item, manufactured, then delivered for more cash.
1 vs 100. It's not nearly as awesome as the late great 360 Xbox live version but it's still a nice fun thinking man's/woman's game show game.

I played over 70 hours of phantasy star zero, if you like phantasy star online, its the same formula but offline!! also hotel dusk room 215 and retro game challenge were my favorite games on ds.
Glory Days 2 is a fun Choplifter clone.
Soul Bubbles is kind of like Bubble Ghost.
Ghost Trick: Phantom Detective is an awesome adventure game.
Barnyard Blast: Swine of the Night is so obscure that I've never heard of anyone talk about it.
The Dementium series are really good survival horror games.
Moon is by the same devs as Dementium.
Lock's Quest was acclaimed and then everyone stopped talking about it.
Clubhouse Games is a great way to pass time.
Boing! Docomodake DS is a very fun puzzle-based platformer.
The DS is one of the best handhelds ever. You just have to sift through a lot of crap.

Dementium (The First and Second game)
I'm sure that none of those are on anyone's top ten list, and rarely played by most gamers on the DS, but very, very well made games. All of them are easily available in the US except for Boulder Dash Rocks. Has to be imported, but well worth the money.
