Above basically already covers it, but I'll still throw in Final Fantasy 9 (Quina, the blue mage, gains it's abilities by copying the moves of others).

Is that really the REAL cover or was it a gag on Game Sack?

To my knowledge that is the real US cover. This is the original Japanese cover

A few of the Final Fantasy have Blue Magic which copies enemy spells for you to use. Chrono Cross has a party member that can transform into enemies that the party member kills.

    If spiritual possession counts:
    Avenging Spirit
    Shadow Force
    Oddworld: Munch's Oddysee
    Messiah

You could say FF6 had a few. Gau could spend time with monsters to learn their abilities. Relm could "draw" an enemy and attack with it. And Gogo was a mimic.

That is NOT the real cover, obviously. Although they did have that guy featured in their mag ads, he was some kind of "expert gamer dude" for Renovation.

I'll mention G Darius to oblige the concept of the thread.

Don't forget Strago, who can memorize certain abilities he sees used in battle.

For crying out loud, people, this is the US cover:

Who would honestly believe that some greasy teen with a mullet would be plastered all over the real cover? That guy is just from the dumb Gaiares advertising that was in magazines at the time.

ANYWAY, to answer the question with a couple other games, there's Brave Fencer Musashi, and I'm pretty sure Threads of Fate has a similar mechanic.

TUMIKI Fighters (aka Blast Works for the Wii) probably counts.

I think Chimera Beast, the "unreleased" arcade shooter, might also qualify. And perhaps EVO: Search for Eden?

Fight For Life on the Atari Jaguar let you steal moves from defeated opponents.

Breath of Fire 3 has an option in battle called examine. Many of the enemy attacks can be learned by watching the enemy use the skill. It's random whether you learn it, but you can.

Breath of Fire 4 also has this option, but instead of examine, as long as the character is defending they might learn an enemy skill that's used.

Archon the Light and the Dark is a chess like game with different monsters you can control. One side has the shapeshifter. The shapeshifter will always take the form of the enemy he is fighting and have the attacks of that enemy.

Wild ARMs 2 has a character named Marivel who can learn enemy skills as long as she defeats them.

Wild ARMs 3 has a spell called Copy Ability that lets you copy enemies special attacks. It's a spell usable by anyone equipped with Raftina's rune.

Wild ARMs XF has a spell called download which allows for the emulator to copy spells and abilities as well.

Final Fantasy Blue Mages, Strago, Quina, Kimahri, Enemy Skill Materia

Arc the Lad has a monster named Odon. This character can take the shape of any enemy or ally in the game. Even though Odon gains some skills from the characters, he's unable to use them. Odon is also in Arc the Lad 2, although I've never used him.

Threads of Fate's main characte Rue can shapeshift into a number of monsters that he's previously killed and gains their abilities.

Brave Fencer Musashi's sword Fusion can be charged up to copy an enemy ability.

Chocobo Racing's Chubby Chocobo has an ability called Receive. If receive is ready to be used and Chubby Chocobo is hit by a spell, regardless the level, he'll copy and receive exactly what was used on him.

There are more I could list but I'm going to sleep right now.
Everything in the above post is opinion unless stated otherwise.

Just about every RPG ever made has some sort of skill learning ability present.

Some wrestling games let you "steal" your opponent's finisher. Nothing more humiliatin then beatin a guy with his own move!
