Aw crud I should've gotten that one since I've played a lot of Uniracers.
Trying to remember all the games with plump protagonists who don't float I've ever played. I was about to guess #14 was Yume Penguin Monogatari but in that water actually makes you fat and you do indeed float.
A good way to narrow it down is to say what generation/system its for if you feel inclined to give hints.
It was released for only one console which was advertised as a 16-bit system, but could be considered 8-bit depending on how you define it. Also, the main character is a bird (but not a penguin).

Note though, lately I've been having storms in my area that keep me offline for random periods of time so don't be surprised if I don't confirm an answer for a few days.
Anyway:
#16 - Can anyone tell me why these weapons keep disappearing after I kill the guys I cribbed them from to begin with? This whip would really be useful against that purple haired guy I'll meet after climbing all these ladders. By the way, WHOEVER PUT THAT WALL WITH THE RANDOM BRICKS SHOOTING OUT AT YOU SHOULD DIE.
#17 - While some levels require us to shoot up up or down down, we mostly shoot left right left right hoping to at least Be A Start of an offensive against this alien menace.
#18 - Part of my game's title contains what sounds like just bragging but is something I literally do. I'm so cool!
#19 - You can't turn this set of three sideways, you can only change their order in hopes of making a matching set with others that came before.
#20 - Fun fact about this game: Most people don't know that it was actually a sequel to an arcade game, and that one of the playable characters was actually the main villain of said arcade game. The other playable character was the star of the original arcade and is one of the unsung female protagonists of gaming.
