    Easy.

    New Atari 2600 games were still getting released by Atari and making it into retail stores during 1989, the same year the Genesis was dropping arcade conversions of Altered Beast, Ghouls & Ghosts and Golden Axe.

    That is my pick, unless you count portables in which case I could remark on the Game Gear getting a port of Mortal Kombat 3 the same year the PSX did, among other Game Gear releases that year.
