Hmm, Toejam and Earl has a crazed Santa enemy in it. Does that count? Heh.
Not really a christmas game, but I loved playing the fourth level on World of Illusion, there are some stages with a christmas feel.

These cartridges are dirty as hell and I'm not going to take it anymore!
On of the "Strike" games (Jungle I think) had Santa and his sleigh parked in a field that you could shoot at.
