There are some special paint that lets you do fancy style but this DC looks like it was first painted in multicolor. Allowed that paint to dry first, and then coated in black paint and used Sarans wrap to cover the black paint and leave marks like that.

Which gives me an idea to work on one of my spare console next time I go to the hardware store.
