Mostly. I think there are very few here that had success stories. Skip Doctors are WAY too abrasive for DC discs ( and nearly everything else...) there are few 'professional' buffing machines that work. Someone once mentioned the ones at CD Warehouse used to work, but I know for a fact the onces Funco/Babbages/Gamestop had did not work for DC discs.
With Dreamcast discs I'm 1 for 8 ( i think ) getting them resurfaced. That is if they didn't work at all , as in wouldn't boot up. If they just skipped or would hang up then a good buffing would work.
