True, but i don't think translating a manual would justify the extra costs if you compare it to the costs of actually making the game (which is said to be several millions for a single game).
Take "We love Katamari" for example. In the US it was a budget title selling for $29.99. Here in Finland shops are charging between EUR 55,- and EUR 60,- for it. Would it really costs $40 per copy to make a translated manual and cover art x_x (i haven't bought the game yet, but i don't even think they did a translation. All the text on the cover was english)...
