it had a short print run and I think it was the first SMT game to come out on PS2. I bought mine from a Strawberries for $35 about a year and a half ago. Check other used CD stores and all that, ou may find one for around the $30 range. It is definatly a good game and is worth the money.
The SMT series is an original Atlus IP, so they could reprint it all they want, but it's still not going to happen.
Atlus (USA) has never reprinted a game in their catalog except Disgaea...which isn't even an Atlus game. The reprints were done at the request of the original developer Nippon Ichi (before Nippon Ichi America existed). This is the official company line from the Atlus.com forums.

No reprint for Nocturne. This was confirmed this past summer on the Atlus.com forums. I'm not sure if a non-soundtrack version ever existed. This is the first I've heard of it. If anything, Atlus had tons of Nocturne Soundtrack CD's left over. They were giving them away for free a year or so ago with each purchase at the atlus store.

Either way, I think anywhere between $35-50 is a good price for the game. If you just simply wanted to play the game, I'm sure you could find a disk only copy and save yourself the cash. I'm not really a completist though so I will buy games occasionally with just the disk.
I remember buying the game the day it came out. And when I was working at EB, I told people to buy it before it becomes expensive and hard to find. And I see some of those people now saying they wished they had listened to me.
