Thanks Nate Nanjo for the slus, i figured it was that one, but since I've never picked one up to look at it, i couldn't verify it.
There is actually a 4th Pac-Man game called, Pac-Man Fever, its a party game, and pretty meh.
You are so wrong about the ESA Foundation Compilation Set, it comes in a box like all the 3 packs do. All 3 of those games inside, have there own cases, there own manuals. They even has miss matched artwork and game cds for ATV Offroad Fury 2 and Need for Speed: Hot Pursuit 2. Both have greatest hits artwork, but have the normal version of the game inside. Splashdown: Rides Gone Wild is the only correct one, most likely because it didn't get a GH version for them to mess up.
Plus, each game case has no bar-codes on them, and say not for sale, part of a set, like almost all the other 3 packs do. The box even got its own scus code for it.

I would say no, unless there is some different about them, besides some generic cardboard that holds the games. Like artwork, different upc, anything that says im a different version of the same game, etc. I doubt they do this.
