Yeah, probably. See the giant buyer protection banner ads in my eBay now that are basically encouraging buyers to scam thinking they are completely covered no matter what.

Personally I have no rules and regulations because I haven't bothered to write any. You buy my shit, you pay, I ship it to you within my 5 day handling time. If you don't pay I file a NPB as soon as the 4 day window is over.

This seems to work for everyone, I've never had a listing pulled and have 450+ feedback that is all from this year with only one neg and one neutral.
