Considering this is Capcom we're talking about, it was only a matter of time until they started selling unfinished games. First unlock codes, then, unfinished games.

Translation: You, the consumer, are paying for the development of Mega Man Legends 3. We're Capcom. Of course we don't want to take the risk.
