Final Fight Guy was a retail release in Japan, and released before Final Fight 2.
But in the US, Final Fight Guy was released to rental only after Final Fight 2.

For some reason though Final Fight 2 was not released on the Wii VC in Japan (though the other two were, and other regions got the full trilogy).
