I agree, the simplest solution would be to make one designated place for all official records attempts to take place at. You could even take that a step further and establish authorized TG arcades, maybe one per state or something. Have a TG judge come out, verify machine(s), then seal the cabinets or mark the boards or something to show they haven't been tampered with.
